How do I cash out of a public fund that cannot be redeemed?

A public non-redeemable (closed-end) fund must be listed on the securities market within 90 days from the date its collective investment securities are first issued, unless it has set out a separate way to ensure liquidity.

Investors can recover their money by selling the listed fund units on the exchange. However, if trading is thin, it may be hard to sell at the price you want.
